When I go to post a new msg or a reply I get the message
You need to be a registered user in order to post in the forum.
If you have an account please log in before you try to post.

This always appears even thoughI am logged in, I have to log out then in again ???

yes, that usually solves it.
this happens when you have been logged in for a long time, usually over multiple sessions, and the site is not sure whether you are still logged in or not...

just log out and back in and you should be fine
